I wouldn't go on any airborne rides in a 3rd world country. You're flirting with death. Laos is a very poor country. They don't care about a person's life, they're desperate for money. They don't maintain their equipment and vehicles as they should because they're trying to save a buck and do things the cheap way. The first time the engine wouldn't work is when they should have stopped. But they didn't and they continued to risk that woman's life. If you want to do these types of rides, go to a rich country where they are civilized.

That said, as a Tourist, the same hunch instincts as may be applicable in familiar environments may be much harder when someone doesn't know how something should look or sound. That's more a 'common sense' side of the equation. Of course the Management of a facilitation such as a Tourist attraction has more than a common sense obligation. The onus is on the Management to ensure something is safe, because Management have the opportunity to ensure that repairs & maintainance are upto date & upto standard and that the staff & environment & circumstances are all appropriate to facilitate 'safety' as part of the enjoyment.
There is also the moral obligation that may be unwritten yet equally important on a national scale. A country's reputation at this time of year, almost Tourist season, is when decisions are being made as to holiday & travel destinations. Other segments of the Tourist Industry are jeopardised when a less than fortunate opinion is disseminated. Instances have the capacity to affect similar Tourist locations & Tourist attractions. Airlines, location venue hospitality, travel, restaurant trade, souvenir shops, local markets, entertainment industries, and a country's general reputation as is considered on other years planning is all importantly affected.
There could easily be a saving grace from instances like this. It does require effort & time. It is similar to the 'near miss' principles, whilst minimising the opinionated harm that an incident could do as impact on a country's annual GDP & reputation. That is to use the incident as a pivotal point and garner an advantage from using it as a propelling reason to examine, monitor & implement any relevant improvements to pre existent similar opportunities. Across the board, Tourist attractions being tested, advantaged with updated maintainance & updated with enhanced safety checks & implemented advanced safety features could not only completely overtake any diminishing opinion of safety standards. It could actually enable & inspire similar safety functioning & Safety implementation procedures in all other associated Tourist & holiday segments of industry as well as making said country a revered, respected & admired Leader in enhanced safety procedures.
The shared provisions of "Good Practice" and "Best Practice" is something to be proud of. These are practices that create incredible reputations that prove to Tourists who spend their money on leisure time activities, that the pride of an entire country is comparable with the safety standards of how Tourists & other Consumers are treated.
Korea, all part of Korea, should feel welcome to engage other parts of the world, to adopt enhanced safety practices & procedures that help keep Tourists & Consumers safe.
This is as much in the interests of the rest of the world. Insurers are global. Travel industry is global. Returning home safely after enjoying leisure time is global.
Making sure the staff responsible for less than reasonable behaviour are prevented from potentially having negative consequences anywhere where else is global.
Helping one country eliminate sabotage is global.
