As a Cambodian who has seen Sihanoukville before and after China I can conclude that it became a terrible place compared to what it once was a beautiful place now riddled with casinos, trash and some even reconsidered going to Sihanoukville as a trip because it basically downgraded. Not even I myself wants to go back to Sihanoukville myself.

it's not just Sihanoukville that has a lot of unfinished buildings, its everywhere in the country you'll see a lot more unfinished building by Chinese investors than actual finished one
Cambodia is where the Chinese export their domestic catastrophes; the sacrificing of whole towns like Sihanoukville to Chinese incomptence, arrogance and criminality is now a global story. And in the vacuum, sex slavery, boiler rooms, pig butchering and internet scams are what the "investors" from China have brought. The Cambodian people so do not deserve this.
If the Cambodian Government was smart they would never have allowed this disaster!

This makes me so sad. I had a wonderful chilled couple of months on Otres beach in 2010/2011, but now it’s been ruined. No doubt the locals were pushed out with no compensation. I’m not even going to mention Lakeside and Street 93 in Phnom Penh! Poor Cambodians, constantly exploited by their “government” and foreign business interests.
