The Secretary of State, appointed by the President with the recommendation and consent of the Senate, is the President’s chief international affairs adviser. The Secretary carries out the President’s international insurance policies by the State Division, which incorporates the Overseas Service, Civil Service and U.S. Company for Worldwide Improvement.
