Wasn't that achieved? And it then shifted to Clash of Civlizations which grew into a Religious Wars (Arab Israeli wars, War on Terror, Al) mostly between countries and people of the Abrahamic faiths (Iraq, Iran, Syria, Chechenya, Kosovo, Sudan, Middle East, Afghanistan, Indo-Pak etc). Was that achieved?
And today Russia, Iran, PRC (China), North Korea are still considered the prime adversaries by the Western Nations as nothing seems to satiate the lust of Greed and Power by the Leaders of the Western Nations.
So, what do anyone expects them to do? Lie in wait or do something to stop their Madness in their continuing Lusts? It has nothing to do with Ideology, Religion nor extinction of Civilizations of one over the other but are just the dreams, lusts and greed of powerful civilizations that believes the world only belong to them and all of Humanity must bow to.

1. If the navigation is done for the purposes of trade and the movement of commercial goods, such activities should be welcome and encouraged
2. But if the navigation is done on the basis of the show of force and strength to threaten the countries around … then this should never be welcome ..
