It's not a vial, it's an ampoule. Vials have a rubber top that a needle can be inserted in to and an ampoule you have to snap the glass at the narrow portion to administer to contents.

People who try to import prohibited foods and cigarettes and then LIE ABOUT IT ON THEIR DECLARATION CARD, should be dealt with much more harshly than a mere fine. A $200 or $300 fine is not much of a risk.
